I know this is coming a little bit late, but better late than never. This is a proposal to expand the MiLB prospect draft (we can independently vote on expanding other drafts later) to 7 rounds this year and 5 for future seasons, in order to account for the large number of prospects that are out there the first year.
7 round snake draft, randomized draft order. Draft will take place shortly after the completion of the auction. Each team will have a 15 player maximum minor league roster that is in addition to their actual MLB roster where the prospects will be held. Players added via free agency or the initial auction draft are not eligible to be sent to the minor league roster at any point, they must remain on your MLB roster. Drafted players can be called up at any point, but must be called up upon reaching the MLB rookie limits (130 AB's or 50 IP). Once promoted a drafted player cannot be sent back down to the minor league system. In addition, a player's contract begins to count towards team payroll as soon as they are promoted to the MLB roster, but not before then.
All players that meet MLB rookie eligibility are eligible for the draft, as well as international signings. Because the auction has already began, with many of the top prospects being bid on, there must be a ruling here. I propose that only players that have played in AAA or higher, or players with a good chance to make the big league club on Opening Day can be bid on in the auction. Current bids on players that do not meet these requirements will be deemed invalid and voided, leaving the player for the prospect draft.
I will submit a proposal for contract structure of drafted players shortly, just wanted to get this out there for voting now. If you have any questions, comments, concerns, or I missed an important detail let me know and I'll add it in. This needs league majority to pass.
