The MLB prospect draft will take place prior to the opening of free agency at the start of each season. The MiLB draft will be 5 rounds (unless stated otherwise) and each team will have 12 hours to make a selection before their pick is skipped. Draft order is determine by reverse order of the regular season standings for teams that do not make the playoffs, and reverse order of final standings for teams that do make the playoffs.
Each team will have a 15 player maximum minor league roster that is in addition to their actual MLB roster where the prospects will be held. Players added via free agency or the initial auction draft are NOT eligible to be sent to the minor league roster at any point, they must remain on your MLB roster. Drafted players can be called up at any point, but MUST be called up at the beginning of the season after they have exceeded their rookie limits (130 AB's or 50 IP). Once a promoted player has exceeded their rookie limits they can not be demoted to the MiLB unless their Major League team demotes them to their minor leagues. Once recalled from the minors, the owner has 5 days to promote them back to their major league roster or they become a free agent. In addition, a player's contract begins to count towards team payroll as soon as they are promoted to the MLB roster, but not before then. All players that meet MLB rookie eligibility and are currently formally a part of an MLB organization are eligible for the draft.
The following is the contract structure for all drafted players. Contracts do not count towards the salary cap until the player is promoted to the major league roster. In addition, the 5 year contract does not begin until the player is promoted. For example, if a player is drafted in 2015 but not promoted until 2018, the owner has control of the player through the 2022 season. A drafted player under contract who is dropped only accrues the 25% debt in the year in which they were released, not future seasons. Drafted players can be dropped during the offseason drop period without using one of the Free Contract Drops and without accruing a 25% cap hit for any future season (basically non-tendering the player).
