It occurred to me while going through everyone's RFAs that we could for the first time have an issue with teams issuing QO's that they cannot honor. We don't have a process in place if this were to happen, and I believe that we need to have something written down. Keep in mind that punishments put in place here would be assessed starting with the NBA RFA's since it is too late to put things in place for NHL, but the process would be in force immediately
Without any further ado, here is my proposed process: 1. Teams have 24 hours past the deadline to clear cap space for their signed RFA's 2. The team is assessed the 25% cap hit on any RFA that they do not clear space for 3. The player is then released back into normal free agency for all teams to bid on with no picks attached
Proposed punishment if team goes over the cap: Forfeiture of 2nd Round pick the following season. If the pick is already gone (via trade or RFA signing), then the next HIGHEST pick held is forfeited
I believe this should solve the issue. Please vote as you see fit and comment your thoughts

so to clarify, the punishment is only if they do not clear the space within the 24 hours? or if they go over at all?

With 8 affirmative votes already, this is being put into place now. As mentioned before, the loss of draft pick will not be enforced for NHL but will be enforced for all RFA periods going foward

I think we should resolve all RFAs before we open FA. Simplifies the whole process.

I have actually been thinking of a way to get the RFA's done before the rest of free agency opens up. Expect something on that shortly, but this process and punishment would still be applicable even if there is a change that happens

I too agree that we need to change something. The Cajuns were over the cap because I could not predict which of my RFA's would be bid on and how much I would have to match to keep them.
Why would I give 40% raises to players that got ZERO bids and force myself to take $18 in cap hits? We do not need a rule to penalize teams for not being able to predict the market. We need to fix a unforeseen flaw. Just my opinion.
Probably should complete RFA's bid prior to UFA. Why not do the RFA at the end of the season?
Here is another theoretical situation. If you are at the Cap Max with no any expiring contracts and have ONE drafted player you will exceed the cap the following year? So you will be forced to take a 25% cap hit to get under the cap and also have a draft pick taken away. That would be Double Jeopardy.
I suggest scrapping the penalty and locking the teams roster until he makes a cut. If he doesn't make the cut prior to the Opening of said season the highest salaried player should automatically be cut from the team in violation.

Bottom line, NO 24 Hour grace period. Lock the Roster and force the team to get back under the cap or a player gets cut and the issue is resolved.
I do believe RFA's should be completed prior to any other player bids.

How about this....you no longer have to tag a player at the different tiers, the compensation should be determined by the final bid for the player. If it's 20% over the last contract number you get a 3rd, 30% you get a 2nd, 40% you get a first. If nobody bids on the player you have a choice to retain him or cut him. No more going over the cap and NO PENALTY for not predicting the future? Just freeballing. I may be missing something?

There will be a proposal to change the timing of the RFA's coming probably tonight while I have some time to gather my thoughts and get things caught up. Been a busy weekend.
