Eligibility
- Players are only eligible for RFA once, when their original contract ends. If a player is released from their original contract at any time they are no longer eligible for RFA for the rest of their career.
- When a player's original contract expires the owner has the option to submit a qualifying offer or allow the player to enter unrestricted free agency
Qualifying Offers
- The owner has three potential qualifying offers they can make. Each qualifying offer has a length of 3 years. If they desire to offer the player a contract, it must be one of these three options:
40% increase from the highest single season of the original contract receives a 1st Round Compensation Pick
30% increase from the highest single season of the original contract receives a 2nd Round Compensation Pick
20% increase from the highest single season of the original contract receives a 3rd Round Compensation Pick (end of 2nd Round Comp Round for NBA)
- All contracts signed for $10 or less will be treated as if they were $10 contracts for QO purposes
- The attached picks are for the NEXT season's prospect draft (i.e. RFA's signed during the 2017 free agency period are tied to 2018 picks)
- Once an owner has picked a qualifying offer they can only receive the picks associated with that offer no matter how high the bidding goes
Bidding Procedure
- Restricted free agents are released into the free agency pool about a week before all other free agents
- If a restricted free agent is bid upon, a minimum timer of 24 hours begins during which teams can bid upon that player (Note: the window is extended until a bid has stood for at least 24 hours). Once the bidding period has ended the team that issued the qualifying offer has 24 hours to decide whether to match the offer or accept the compensation associated with the player.
- All contracts offered to restricted free agents must be exactly 3 years in length. Every year of an offer to an RFA must be the same annual value.
- If a restricted free agent has not been bid upon before the stated deadline for that particular restricted free agency period then that player is automatically re-signed by the team owning the players' rights for the amount of the qualifying offer
Pick Forfeiture and Compensation Rounds
- Teams that sign an RFA from another team forfeit a pick in the required round (if multiple picks are held, the team's own pick is first one to be forfeited) [Note: The top 3 picks in the 1st Round are "protected" picks and will not be forfeited. Instead the next highest pick held will be forfeited. The RFA's original team still receives normal compensation.]
- In the event that a team trades the pick that would end up being forfeited due to the protected pick rule above, the pick that was originally protected is forfeited instead
- Teams that lose an RFA to another team are granted a pick in the Compensation Round to follow each regular round (for example, the 1st Compensation Round comes between the 1st and 2nd Rounds)
- Pick order in the Compensation Rounds is determined by highest average salary given to the RFA. In case of a tie, the team with the worse record gets first pick)
- Picks acquired from other teams DO count as picks that can and will be forfeited in multiple RFA's are signed from other teams
- Teams must have at least one pick in the round (or earlier round(s)) associated with an RFA in order to make an offer to that RFA. Picks that were already forfeited as a result of signing an RFA satisfy this requirement
- Teams must have at least one pick remaining in order to submit contract offers to any RFA
