Because many mid-season free agents are signed to very low contracts ($1, $2, etc.) that makes the 3 different RFA options all the same amount so there would be no reason to only do the 20% increase when an owner would get more picks for the same qualifying offer at 40%. For this reason I propose that all contracts under $10 would be treated as if they were signed on a $10 deal.
