As of the the 2020 NFL season, bids on free agents cannot be rescinded. All bids on a player that has multiple bidding teams are binding and will be honored both during the offseason free agency period and during the season. If players are not added after the closing of their bid/add window the next highest bidder will not have the option to add the player, and bidding must be restarted. The team that does not add the player will be assessed a 25% cap hit on the final winning contract regardless of whether they were added or not.
For players with no other bidding teams, failure to add the player will not result in a cap penalty. Bidding can be restarted by other teams after the bid/add windows have closed.
In the event that a signing does put a team over the salary cap they have 24 hours from bid closing to clear space via drops/trades. If, after 24 hours, the team has not made the necessary moves the free agent that was signed will be automatically released back to the free agent pool and the signing team will be assessed the usual 25% salary retention for the duration of the contract. The same applies to Restricted Free Agents who were given a QO and did not receive an offer from another team. Bidding must be restarted on any player released back into the free agent pool.
